Recently Google had changed protocol and very rigid about linking. Largely paid linking is employed to manipulation of search-engine. I visited iwebtool.com; they're also attempting to sell links and found that their pr decreases from 7 to 4. That shows Google is extremely strict about paid linking and in future Google may punish web site that involved with linking.
